- 1 tbsp cooking oil

Step 1: Prep the Cabbage
- Begin by finely chopping the cabbage and placing it in a large bowl.
- Pour hot water over the cabbage, allowing it to soak for a few minutes.
- Drain and transfer the cabbage to a bowl of cold water to stop the cooking process.
- Squeeze out any excess water and finely chop the cabbage again for a smoother texture.
Step 2: Prepare the Ingredients
- Thinly slice the green onions.
- In a mixing bowl, combine the cabbage, green onions, and eggs.
- Season the mixture with black pepper, chili powder, and salt.
- Stir well to ensure the cabbage, eggs, and seasonings are evenly mixed.
Step 3: Cook the Egg Rolls
- Preheat a frying pan over medium heat and add the cooking oil.
- Once the oil is hot, pour a thin layer of the cabbage-egg mixture into the pan.
